From a report to a signal

How WOUT collects information, extracts observations, groups related reports, and publishes a traceable view.

The important distinction

A source item, an observation, and an event are different records. Keeping them separate makes a claim easier to inspect, correct, and retire.

Collect the original

An incoming item starts with a source, original link, text, and timestamps. WOUT reuses its news intake and accepts structured reports from the app. A connector being implemented does not mean every source on that platform is connected or authorized.

The collection boundary preserves provenance. Repeated delivery of the same source item should not create another witness. Community conversation remains a separate product space and does not automatically become an intelligence report.

Extract an observation

Rules and, where enabled, a model turn source material into a structured observation: category, condition, time, and a place supported by the original text. Extraction confidence describes how well the text was interpreted. It does not establish that the event happened.

Group reports about the same event

Matching considers category, time, compatible places, concepts, text, links, and content fingerprints. An unambiguous match can join an existing event. An uncertain match goes to review. Different known streets should not be merged merely because their headlines look similar.

Original observations remain attached to the event. This allows an editor to inspect the evidence behind a headline rather than only the final summary.

Publish a bounded view

Verification and publication are distinct decisions. Public signals expose a limited set of useful fields, including their evidence state, sources, place, report times, and expiration. Private intake records and personal identities are not part of the public analysis on this site.

Current views remove expired events. Editorial corrections, disputes, resolutions, and merges can change what is visible. A record that once appeared on screen is not automatically a current condition.
